I'm sorry, but did you say you let 4 cloakers paralyze a system of 200+ people? Maybe the cloaking isn't your biggest problem in that case...

Or are you planning on pestering ccp until they DO make it possible? Being able to probe a cloaker is fair if you also remove local at the same time.
As for things that could allow you to kill said cloakers baiting is your best bet. This is not necessarily an easy task as they might be afk or actually paying some real attention. However, why should you be able to treat your alliance space as high sec space? I see no reasons for why you should be able to. Besides they're not impossible to kill as you well know so why treat them like they are? Of course it takes more effort to kill these than simply assembling superior numbers...
Keep some recons of your own ready. I'm sure you can find a couple of those amongst 273? people most times of the day? If you swap to mining in bs that actually has something like a tank on it and will survive long enough for help to arrive and npc in pvp fitted ships that can also take a punch, what incentive is there for said cloakers to stick around when they see you just go about your business as usual (albeit at a somewhat lowered efficiency level)? Beats sitting in station fuming over the injustice of it all...
They only paralyze your system because you let them.

I wasn't aware that only haulers work as bait :P Guess that is my bad then....
The cloakers stick around because you let them paralyze you. To them that is funny.

IMO playing afk is cheating....whether you are mining, cloaking or whatever. People who are at their keyboard should have an advantage over those who are not. Simple as that.
Umm... When I am afk I am not actually doing anything to anyone in game. Any threat I may pose is a perceived one, not an actual threat. I am not responsible for any threat level people choose to assign to me at that time.

They aren't actually a threat tho, you just think they are and act accordingly, hence me calling it a perceived threat rather than an actual one. To you there is no distinction it seems but when someone wants to call afking cheating I figured I should point out that the threat is only in your mind as long as I am actually afk.

So according to you, suicide bombers/plane-hijackers are only a threat when they actually blow up/hijack a plane? We can remove all security in airports, because there really is nothing to worry about... unless ofc. someone does something that is...
When you have no way at all of determing a threat as being only percieved and not actual, it becomes the same thing as an actual threat - as far as the needed vigilance goes. You can use phrases like "its only in your mind" to try and belittle it, but the fact of the matter is that there is no way to determine when it is just that or for real. So that distinction cannot be expected to be made. Hence every airline passenger goes through the same security ordeal.
You pose the exact same threat to your opponent when afk cloaked or when "actively" cloaked. There is no difference at all to the enemy. So they are actually a threat. And impose a cost when being so.
RL comparison ftw. Let me try. According to you everyone is a potential suicide bomber/terrorist and we're all better of leaving the planes on the ground. Toss in busses, trains etc etc as well into that mix. You just can't know...
